The determination of the search areas for the limited first phase was preceded by an intensive assessment of demand. This assessment identified two target groups with the greatest need for the current public charging infrastructure: car sharing and inner-city fleets.

April 2016 marked the beginning of the demand-oriented expansion of the charging infrastructure. This rollout is no longer tied to fixed search areas, but can take place throughout the entire metropolitan area based on established demand (e.g. through ownership of an electric vehicle) and fulfillment of technical requirements.
